Amid escalating attacks on Ukrainian cities, European leaders are gathering in Kyiv to address the urgent need for enhanced air-defense measures and to strategize on increasing pressure on Russia. The meeting, known as the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with several other European leaders contributing remotely. The discussions are further bolstered by the presence of EU Council President Antonio Costa.
Recent missile strikes by Russia have targeted Kyiv and other urban areas in Ukraine, leading to civilian deaths and damage to residential infrastructure. In response, Ukraine has been vocal about its need for additional air-defense systems and interceptor missiles from its allies to safeguard its citizens. The pressing issue of reinforcing Ukraine’s defense capabilities is expected to see Britain announcing new support measures for Ukraine. Meanwhile, France plans to facilitate local production of the long-range SCALP missile and has committed to supplying more interceptor missiles to bolster Ukraine’s air defenses.
Ukrainian President Volodymyr Zelenskyy has highlighted a significant decrease in the delivery of Patriot interceptor missiles, noting that Ukraine received 675 missiles in 2023, with a notable drop to 364 in 2025, and the forecast for 2026 showing just 264. As the winter season approaches, Kyiv is urgently seeking at least 300 additional interceptors to enhance its defense capabilities. This shortage underscores Ukraine’s heavy reliance on advanced Western air-defense systems to counter the threat of Russian ballistic missiles, which pose a significant interception challenge.
The European allies are actively exploring ways to boost the supply of air-defense resources to Ukraine while simultaneously maintaining diplomatic and economic pressure on Moscow. This collaborative effort reflects the ongoing commitment of these nations to support Ukraine in the face of heightened aggression, as they work together to ensure that Ukraine is equipped to defend its territory and its people effectively.
